The average rate on a 30-year fixed mortgage decreased for the second consecutive week to a 9-week low of 6.58% as of November 23rd, down from 6.61% last week, and compared to 3.10% a year ago, according to a survey of lenders by mortgage giant Freddie Mac. The 15-year fixed-rate mortgage averaged 5.90%, falling from 5.98% last week but above 2.42% a year ago. “Mortgage rates continued to tick down heading into the Thanksgiving holiday,” said Sam Khater, Freddie Mac’s Chief Economist. “In recent weeks, rates have hit above seven percent only to drop by almost half a percentage point. This volatility is making it difficult for potential homebuyers to know when to get into the market, and that is reflected in the latest data which shows existing home sales slowing across all price points.” source: Freddie Mac

The Primary Mortgage Market Survey (PMMS) is focused on conventional, conforming, fully amortizing home purchase loans for borrowers who put 20 percent down and have excellent credit. Average commitment rates should be reported along with average fees and points to reflect the total upfront cost of obtaining the mortgage. The interest rate a lender would charge to lend mortgage money to a qualified borrower exclusive of the fees and points required by the lender. This commitment rate applies only to conventional financing on conforming mortgages with loan-to-value rates of 80 percent or less.
