The concept of mutual accountability is an important innovation of the Paris Declaration. It develops the idea that aid is more effective when both donors and partner governments are accountable to their respective publics for the use of resources to achieve development results, and when they are also accountable to each other. The specific focus of the agreed indicator (Indicator 12) is on mutual accountability for the implementation of the Partnership Commitments included in the Declaration and any local agreements on enhancing aid effectiveness.
