The euro lost 0.2% to trade at $1.088 on Monday, after a group of EU countries including Austria and the Netherlands put forward a counter-proposal to the €500 billion Recovery Fund plan announced by Germany and France a week earlier, under which the European Commission would raise the money for the emergency aid on the financial markets and give it to member states as cheap loans instead of grants. Meanwhile, tensions between the world's two-largest economies boosted demand for safe-haven currencies after a US official said Beijing's plan to impose a new security law on Hong Kong could lead to US sanctions.
